I have the honour to refer to my
I confidential despatch of 27th January, 1931, transmitt-
ing the report of the Anomalies Committee on the Salaries Report and to state that, on further consider- ation, I am of the opinion that the salary awarded in paragraph 37 of that report to Dr. J. P. Fehily is inadequate.
2. In my view the acquisition of the Diploma of Public Health by an officer on the Health staff of the Medical Department should in Hong Kong, as in other Colonies, carry with it an immediate and substantial increase in emoluments and that the salary scale £860 to £1280 now adopted here for Health Officers should not be regarded as an ordinary avenue of promotion governed by Colonial Regulation No.59 but as a bonus scale compounded of the basic scale for medical officers (£700 to £1180) plus a reward for possession of the specialist qualifications, which should be considered requisite for appointment to the health side. On this basis Dr. Fehily, having acquired the specialist qualification prior to the introduction of the new scale, would be eligible on its introduction (1st January,
